What are you talking about? This system has nothing to do with COH 311 system and the 11984553 on the link you sent says Closed despite a giant hole in the road.

First of all I do not work for COH. I was just trying provide you with some helpful information as COH can be cryptic. Second, seeclickfix is just a reporting mechanism and every issue submitted via seeclickfix is logged into the COH 311 system. Third, this is the reference number they are reporting as a duplicate and it is still open:

It is helpful to think of 311 and see/click/fix as a liasion/expeditor/weigh station
Their goal is to gather the information then expedidite that information to the correct COH department so that repairs can begin
So 'closed' or 'fixed' are a bit confusing only in that those terms refer to getting the information to the correct COH department and not correcting/repairing the actial problem.
